Manufacturers, importers and suppliers have the duty to inform about 15 SVHC substances
According to the REACH regulation the suppliers of articles must inform their customers about their existence presence of Substances of Very High Concern (SVHC) in the articles they supply. ECHA has published the first candidate list and it contains 15 Substances of Very High Concern (SVHC) that may become subject to authorization under REACH.
The requirements apply to manufacturers, importers and suppliers of articles and packages of e.g. toys, electrical and electronic equipment, textiles and tools, as well as subcontractors and manufacturers of components and the like.
When a substance from the candidate list is present in an article above a concentration of 0.1% (w/w), suppliers have the duty to inform the recipients of the articles automatically and immediately and consumers on requests, free of charge, within 45 days. Suppliers must provide the information necessary to ensure safe use of the article. The obligation is effective from the date of inclusion of a substance in the candidate list.

EC number – European Union registry number. CAS and EC numbers are used to identify substances.
This candidate list will be updated on a regular basis. Inclusion of a substance in the candidate list for authorisation is the first step towards phase-out and companies may consider substitution in a medium to long-term.
Deadline of pre-registration December 1st, 2008
SGS Finland also wishes to remind you that the pre-registration deadline is December 1st, 2008 and that pre-registration is a condition to continue the import or manufacture of phase-in substances in annual quantities of 1 tonne or more per company, unless the REACH regulation indicates otherwise.
