RoHS market surveillance necessitated delivery prohibition of appliances
Market surveillance concerning the RoHS directive (Restriction of Certain Hazardous Substances) started within the European Union in autumn 2006. In Finland the market surveillance is taken care by the Safety Technology Authority (Tukes), which uses SGS Fimko’s services as a support to its surveillance. In 2007 Tukes tested the concentration of hazardous substances in 63 electrical and electronic appliances. Too high lead concentration was detected in two appliances on the results of chemical analyses. As a result the delivery of these products was prohibited.
Screening and analysis
The RoHS market surveillance uses the same procedures as for the surveillance of the safety and electromagnetic compatibility (EMC) of electrical and electronic products. These are, for example, education, check of documents and testing; in case of RoHS, screening is carried out with XRF-techniques and chemical analysis. The reaction procedures are also the same as for the surveillance of other characteristics. These are limitation of the sales of the product, removal of the product from the market and pecuniary penalty.
Certain risk factors found in products
The European market surveillance authorities have identified several risk materials in electrical and electronic products regarding RoHS. These are among others soldering, PVC-insulation, coloured plastics, decorative signs, switches, relays etc. SGS Fimko has also found defects in the same material as well as in other material.
